ICC PROBE OF THE SENATE

THE iLO-iLO Convention Center is a case test for the senate.

The evidences presented was weak and do not substantiate the claim of corruption for Senator Drilon.

The senate is proposing a closure of the inquiry because nothing probable in the case was presented, or Mejorada failed to impress the board with his detailed allegations to pin down the accused.

In view of the said matter, there is a proposed decision to shut down the investigation after one hearing.

Some senators dis-agree.

The rightful opinion on this matter is not to stop the investigation at it's preliminary  stage, whether the evidences was weak or not. Since the matter is tangible to an act of corruption or overpricing, even the presentation of evidence by one man, or by a team, shall not be a ground to terminate the hearing, but a proper attention and skepticism must be expressed because of the mere fact that  it is an opportunity of the duly constituted authorities to check and re-check, validate, and source qualified persons, professionals legitimate enough to surface the truth brought on by such case.

The ICC is a gargantuan project and this will shadow a burden of practicing a traditional corruption in the system that the senate must be curious about.

One aspect is political.

The accuser is accused of being manipulated, but the motion to stop the senate hearing is a move of a cover up and more of a pure manipulation either.

No stones are left un-turned when it comes to the interest of the people.

The senate must express extreme caution and not easily  leave the matter without a sweat.

Mejorada has just opened the gate. Though his expertise and dexterity do not suffice to fit his claims, the real evidence is the accident that he has awaken the senate's attention.

PHILIPPINE MADE NAVAL VESSELS

These MPAC multi purpose attack craft is locally made and is costing the government of ninety million pesos each.

The good good news is they are locally made and had made our local businessmen a little richer and had provided employment locally, and of course service parts are more or less sourced partly abroad and internally.

It is a good start, and shipbuilding is gaining a good future ahead in the country and a testimony that our  homegrown talents are given the hand to express their skills.

I don't want to criticize the costing of these pieces which in my opinion is a bit crazy high of ninety million a piece.

But nevertheless, the reality has taken a step, and the  matter will be dealt with, with a study once a level of expertise and confidence in shipbuilding is attained.

Competition among the private builders will prompt buyer's market price in the future.

SUPERMAIDS: A MODERN SLAVERY

Though this report made headlines years ago, still the situation of this matter in the current administration has not been alleviated, that this blog attempts to turn the condition against it.

Supermaids:

It is degrading and prone to abuse and rape.

When the previous President Gloria Macapagal Arroyo served a statement of developing supermaids, it is sickening and pathetic how miserable are our country and economy could be, that we will send our girls and women to these menial jobs that endangers their lives mostly.

It is a kind modern Human Slavery.

Instead of finding a solution to the problem of joblessness, the government could not think of anything greater solution but to make our people domestic servants in foreign lands. So Degrading and humiliating that this country's image is hurt internationally.

We need more factories, local businesses to thrive, and promote self-employment as a means to curb the situation.

The government must  take  leads in the private sectors in promoting jobs locally and gradually impose changes and decrease promotion of DH jobs abroad.

We must instead  train super managers, professionals and super skilled filipinos that will rank us an award abroad. Contrasting when a Filipina household  Maid is honored for being super.

LOCALIZED CORVETTES

Corvette Naval Ships are one of the best model for Maritme patrol ships capable of sustaining presence of our military strength in the West Philippine Sea.

Some that we have came from the US and the South Korea and it is only a handful of them that it could not maintain 24/7 service along the periphery of the Philippine archipelago.

Because the country is cash strapped, it is difficult then to acquire more of these ships from foreign sources. But there are certain solutions to the problem if only our governance will allow or try having them the hard way.

Why not build them here locally utilizing our homegrown talents of naval architects and engineers. I am aware that we are already on the way of shipbuilding them, but an emphasis must be taken seriously to fast track an output.

The effects of it is for greater employment and booming of our industrial capabilities and polishing our ingenious talents and skills in shipbuilding.

This is a good call for the government to resort to the possibilities of savings and multiplication of our military statistics in order to serve our maritime defenses in the west Philippine sea.

THE SPRATLY ISLAND DISPUTE

The Recto Bank

The Recto Bank is  well within our Exclusive Economic Zone (EEZ) and China must respect that. Just like all other islets and shoals in the area which are used for fishing by the locals shall be free of foreign encroachments and their occupations(of the Chinese) in the Mischief Reef, must be vacated at once.

Well, way in the 70"s and even now, our nil presence in the area has prompted an effect that resulted to today's occupation of the Chinese of other Reefs and Shoals.

The  unprotected claims and inactivity of our naval forces in the region has caused so much damage in recent years for the Philippines internationally.

Some islets had been occupied by the Vietnamese because our soldiers in other islands are not equipped to fight foreign aggressors.

We have in total only nine islands and claims of the thousands of islets and shoals in the EEZ for the Philippines.

The Recto Bank is one example that the Chinese has again occupied just recently. 

We were not there when these Chinese came in to build their structures, and only after so long that we had only discovered that they had occupied it.

We could have stopped them in the beginning if we are only actively patrolling 24/7 the areas we claim as ours.

MALAMPAYA GAS FIELD



The Malampaya gas field is a gem for the country, a first ever. 
A realization of a dream to have such a source of oil enough to soar the economy high.

It is understandable that the country is not technologically equipped, and we have no resources and talents to mine such a field, but the challenge remain, that we must in any difficult situation  learn and develop our own and home grown talents.

The partnership with Shell and Chevron amounts to 90 percent, and the Ph for 10 percent, is somewhat disproportionate and disadvantages to the interest and income for the government.
But so, taking into considerations of the situation, we are at loss of much of our gem. Still, we are buying the same oil, and garnering profits only  for royalty.

Malampaya must be a lesson.  
The Petron Corporation which was totally owned by the government could have taken the part of shell and chevron instead, but with the privatization of Petron and the National Oil company, where are our options?

Like oil and the treasures found  buried beneath the surface, the government has the mandatory power to seize these gems and treasures from anyone for such treasures belongs to the country.

But the case of the Malampaya must not be another case, while it should be treated the same like treasures found underneath surface, the oil is technically a treasure of the same category and should law be applied.

The nil part of 10 percent of the government in the Malampaya, is the reversal of what should be lettered in the law and the constitution.

Therefore, the partnership of the government vis a vis shell and chevron is deemed to be unconstitutional.
Though it is a cooperative venture, still, the share value of the government must be greater and reflective of the constitution.









MORE NAVAL PATROL ALONG THE WEST CHINA SEA ROW

It is time for the country to increase military spendings in order to secure the challenges in the west Philippines sea.

More acquisitions of naval frigate ships or corvettes must take place every year. It is time to confront and take action on the escalating tensions surrounding the area.  

The management of our naval resources must be taken in two ways.
The foreign purchases and the local naval manufacturing which will result to rapid increase of our military statistics.


OUR NEED FOR A STRONGER PHILIPPINES


BIGGER ARMED FORCES FOR THE COUNTRY.

With the recent onslaught of the Chinese assertion of the  West Philippine sea, the situation is melting into a brutal confrontation sooner or later.

The problem is getting  bigger in every step of the way as we desire to have a secured area in the adjacent waters of the archipelago.

The threat is real, as our armed forces will be put to test with these skirmishes as we need to protect our marine resources and sovereignty as much as we could.

The national government should focus and allocate more budgets for the upgrading and modernization of our military defenses as soon as possible.

We must bring in more ships in the area to be visible and assertive also of our rights. The more we abandon the islets and shoals, the more our rights are seemingly diminished. 

Without our visibility and force, the more the Chinese  are tolerated.
